Payment processors for CBD & hemp after a Stripe or PayPal ban
Updated October 2026
CBD is one of the most common categories in our tracker. Hemp-derived CBD is legal federally in the US when it stays under the THC limit, but most mainstream processors still treat it as restricted, so stores often get approved automatically and then frozen weeks later.
Move your processing
Don't wait out a hold with no way to take payments. A backup processor means one freeze doesn't stop your sales.

- Restricted category: the Stripe restricted businesses list and the PayPal Acceptable Use Policy both limit CBD and products with health claims. Automated onboarding approves you, and a later review closes you.
- Health claims: "relieves anxiety", "treats pain" and similar wording draws both processor and FDA attention.
- Ingestibles and THC variants: delta-8, THCa and other intoxicating hemp products get much closer scrutiny than topicals.
- Shipping to restricted states or countries where CBD isn't legal.
The 2026 hemp rule change
Federal legislation passed in November 2025 narrows the definition of hemp, with the change taking effect in November 2026. It's aimed mainly at intoxicating hemp-derived THC products. Before you apply anywhere, check whether every SKU you sell still qualifies, and expect underwriters to ask.
What underwriters ask CBD merchants for
- Certificates of analysis (COAs) from an accredited lab for each product and batch, linked from the product page
- Proof the hemp is under the federal THC limit
- A product list with ingredients, and no disease or treatment claims on the site or packaging
- Age gate (21+ is common) and a list of states you block
- Business registration, owner ID, bank statements and 3-6 months of processing statements if you have them
- Refund policy, terms, privacy policy and a real support contact on the website
Keep the account healthy once approved
- Use a clear card statement descriptor so customers recognize the charge
- Refund fast instead of letting customers dispute
- Keep a second processor live, so a review doesn't stop sales
What to look for in a new processor
- Written confirmation that your exact products are accepted (send them your product list and website)
- Fast approval, so you aren't without payments for weeks
- Clear reserve terms in the contract: percentage, how long, when it's released
- Room to grow volume without surprise caps
- Chargeback alerts and a named contact for risk questions
- A backup processor, so one freeze never takes your whole revenue to zero
FAQ
Does Stripe allow CBD?
Stripe lists CBD among restricted businesses. Some sellers get approved, but CBD merchants frequently report reviews, reserves and closures, so treat Stripe as unreliable for this category.
Can I sell CBD with PayPal?
PayPal's Acceptable Use Policy restricts CBD, and merchants regularly report limited accounts. Most CBD stores use a processor that accepts CBD in writing.
What documents do CBD payment processors need?
Lab certificates of analysis for each product, proof of THC compliance, a compliant website without health claims, an age gate, business registration, owner ID and recent bank or processing statements.
